ACCESSIBILITY STATEMENT

The Student Culture House of Sibiu (Casa de Cultură a Studenților Sibiu), a public institution under the Romanian Ministry of Labour, Family, Youth and Social Solidarity, is committed to making its website accessible in accordance with Government Emergency Ordinance no. 112/2018 on the accessibility of the websites and mobile applications of public sector bodies, approved by Law no. 90/2019, which transposes Directive (EU) 2016/2102.

This statement applies to casastudentilorsibiu.ro in all its language versions (Romanian, English, German, French).

Compliance status

This website is partially compliant with the EN 301 549 standard, which incorporates the level AA requirements of WCAG 2.1, due to the non-compliances listed below.

Non-accessible content

a) Non-compliance

  • Some posters and images contain text that is not fully reproduced in the page text.
  • Video recordings do not yet have subtitles or transcripts.

b) Disproportionate burden

  • Scanned documents. The PDF documents in the Romanian “Public information” section (budgets, balance sheets, declarations of assets and interests, recruitment documents, regulations, legal acts) are published in the form in which they are issued, signed or received from their issuers, often as scanned documents without text that screen readers can read. Recreating them in an accessible format would be a disproportionate burden for the institution within the meaning of Ordinance no. 112/2018.
  • Gallery photographs. Event photographs are received in large numbers from participants and photographers; describing each one in detail would be a disproportionate burden. The photographs are illustrative, and the essential information about events is given in the page text.

As an accessible alternative, on request, the content of any document or information about an image can be sent by e-mail in text format (see “Feedback and contact details”).

c) Content outside the scope of the law

  • Live broadcasts (live time-based media).
  • Third-party content embedded in pages that is not funded, developed or controlled by the institution (for example the YouTube player).

Accessibility features

  • Accessibility toolbar (right edge of the screen): high contrast and larger text.
  • A “Skip to content” link for keyboard and screen reader users.
  • Keyboard navigation with a visible focus indicator.
  • Page zoom is not blocked.
  • The language of each page is declared, so screen readers pronounce it correctly.
  • Alternative text for informative images and labels for form fields.
  • Links in running text are underlined, and colour contrast meets the 4.5:1 threshold for normal text.

Preparation of this statement

This statement was prepared on 1 November 2026 on the basis of a self-assessment: automated testing with axe-core (WCAG 2.1 success criteria, levels A and AA) on 171 pages of the website (all pages and a sample of articles), complemented by manual checks (keyboard navigation, contrast, alternative text). At the time of the assessment, automated testing reported no remaining errors on the pages tested. The statement will be reviewed periodically.
